I found a brake job done on a car where the folds in the rubber dust bellows were glued together because the rubber cement was still wet. Just thinking out loud: a very thin rubber stickey back applied to the pad may work as well if not better. It would have to be very high temp resistant.

BTW, 30% of the remaining pad thickness, .14 inches, is almost too close for comfort. I’d say the inspector saved me a set of rotors.
