intake manifold pressure? 200 1984

I thought maybe it was the vacuum line for the vents. But it seems strange. I don't have much experience at this stuff but intuitively it seems weird to me that a point that is supposed to be pulling vaccuum is actually building up pressure... What does this mean? Pressure build up like that doesn't seem like it would be very desireable...

I think I will try replacing the injector seals as well as the manifold gasket. I read some posts here about how bad the fcp manifold gasket is--do you have any opinions on the subject?
