Well, not exactly, it is an air bypass to set up the base idle. Base idle is set a little below actual (700rpm I believe) and is adjusted with the idle motor disabled with a jumper. When the jumper is removed idle will go up to it's normal 750 (900 with AC on) under automatic control of the ECU. There is info on this in the FAQ. Do not set idle with the set screw on the linkage as some have done, that screw is to establish the fully closed resting position of the throttle butterfly.
