IT would be more common for that seal to simply be leaking and fluid seeps back a bit. A new seal kit is $3 at many suppliers, and a water pump costs $40-ish. I find that I have to press UP very firmly with a pry bar on the water pump to keep them from leaking. I also grease the seal with a little silicone grease (I use brake grease 'cause it's handy) to keep it from folding over on itself as I slide the waterpump into place.
