Updated no Heat Top Vents 700 1987

Okay, so today i was able to inspect the system more, i did a mini flush of the heater core and got good flow through it, i replaced the heater valve, i have heat on the bottom vent's, but every time i put it to max it goes straight to the bottom, also when i set it at anything other then max heat i get luke warm heat, whats the deal here, A/C works fine, when i slide the knob to fan high or low i get A/C action, is this the way it is supposed to be,

87 765T, i am not used to the 760 ACC stuff, how is this dang things supposed to work and is there any way to get heat from the top vent's?
