timing belt issue on 91 200

I thought I was getting close to pulling this off. It's my first timing belt replacement. I changed front seals and changed tensener but after putting on new belt I put only the crankshaft pulley without putting lower cover on so I could make two revolutions and check marks. When I start turning it the belt is working itself off. It seems like it's the tensioner or maybe crankcase gear to tensioner is off center, I can't tell but then it starts coming off at the camshaft too. Is it becouse I have to have the lower cover on to keep belt alligned. I would certainly have it on after checking marks but I was trying to save time. Which it is now dark and raining. Help much appreciated.
