Windshield wipers --->blown fuse #8 everytime ???

I have some crossed wires somewhere, I guess. Everytime I turn on the wipers, fuse #8 blows. The wipers continue to work, but as you may know #8 is a "dingy fuse" that makes the chime go off, which is annoying. I figure that the wire to the wipers is entering the circuit for fuse #8 somewhere and blowing the 8A fuse.

Any ideas on how I can find out how to fix this. I'm not very good at electronics, but have a voltmeter, contact cleaner. Is this common?
