Upper driver's seat belt stuck going to side pillar 700 1990

Hello one and all,
The seat belt from lap to retractor at base of seat works. The upper part of belt going into side pillar will not budge. I cannot pull it out or push it in. I have taken the plastic trim off to check things out but cannot see any visable problems. I am wondering about replacing the seat belt...
