no power to main fuel pump. please help. 200

yes me again i disconnected the two wires at the main fuel pump and it does not give any voltage reading. is the black one a ground? i checked the number 6 fuse and it has 12.45 volts on both sides of the fuse. the car starts up stumbles for a minute and then seems to run fine. i guess its the wires? does the fuel pump relay run both pumps? the rear pump seems loud. what should i do next? please help.
