MPG issue again....bad distributor? 200 1988

I'm trying to get something more than an anemic 23 highway MPG out of my '88 240DL. It runs well but lacks power (as far as I can tell, I haven't driven other 240s). Is there a good section on FI in the Bentley manual?

So far: new air mass meter, new ignition control unit, new coil, sparks & wires, new battery, new cap & rotor, timing adj. and fuel mixture adj. What else might I look at to see where I'm losing efficiency?

My Haynes manual mentions that a loose distributor shaft will cause poor gas mileage. How would I diagnose problems like that with the distributor?
