740 will not start 700 1990

I have a 90 740 turbo that will not start. The fuel pump is not coming on.I took the relay apart and only one of the contacts is closing when i turn the key. I can manually close the other contact and the pump will run and the engine will start. I ran a wire from ground to the #86/2 terminal on the relay with a switch installed in the wire.If i flip that switch on with the ignition on then the pump comes on and the car starts and appears to run fine. Does this mean that the ecu is bad?
