Fuel pumps not running when key is turned on (no power to pumps?) 200 1984

Is it possible to bypass the green/blue wire from the pump relay and ground it to the firewall and not damage the control unit? I'm trying to determine why I don't have power going to the pumps through the relay, have new relay, when I jump the terminals the pumps run. When the test light is applied to the green/blue wire at the relay the pumps run w/key on, I showing no power at the yellow/red wire when key is on or off.
