960 check engine light mystery 900 1997

After all the other things you have done It seems the ECU is the only thing left that can be faulted. See if you can find a dealer who has a "spare" to borrow and see if the problem gets fixed. If all the hardware is working properly, the sensor circuits in the ECU that "read" the O2 sensors may be defective.

It is also possible that there is a new ECU program for the ECU that a dealer has access to.

Alternatively Volvo may have an "exchange unit" available. But even that will be $.$$.

Because these are "emission" related there may be extended legal requirements for a dealer to cover the cost of the parts. In general, all emissions related hardware is supposed to work for 100,000 miles. The O2 sensors are specifically "maintenance" items and are scheduled to be replaced before the 100,000 mile point. Other things, like the converter, air pump etc should be covered for 100,000 miles.
