Hard starting 700 1989

My '89 turbo wagon has recently developed a slow starting problem
Where it used to start within 2 or 3 revolutions it now takes 9 or 10 cranks to startfire.
I've changed plugs, wires, filters including fuel filter and done a general tuneup.
My battery may be getting weak or the alternator as the volt meter registers a lower reading than it used to; like 13 volts.
I havent checked the intake hoses yet

Any one else have a similar problem???
