Cause: Snowstorm; Effect: Tire Chain Questions 200

I pulled out the tire chains that had been in my trunk for a while. In the snowstorm for a realistic simulation I put the chains on (and in case it sucks tommorrow too). Got them on relatively easily and test drove them. The 2 extra links on both sides are hitting something when I drive. There were rubber bands with the chains, one has dissappeared. Are you supposed to hook these to the extra links on the outside of the tire or what. I may just wire them to the chains so they can't move but the rubber bands would be easier. Any one have any ideas? Thanks.
