poor turbo performance 700 1990

I did take off all the intercooler pipes and inspect and clean them as they were all quite coated with oil. I think most of the oil in the intercooler may have been quite old because it was sludge-like. How do you suggest I clean it out? Perhaps I'll remove it and rinse it with gas

I don't have the service records, so I am in the dark as far as the history. I should be able to determine if its the exhaust or not by disconnecting it at the cat, so I'll do that later today. As far as leaks go, I brake torqued it until it built boost and had a helper listen for leaks under the hood. I'm sure it was making boost because the turbo->ic pipe was ballooning a bit. Nothing was found.

The car just seems to be struggling under boost like something is holding it back.
