Well he should have known enough to at least flush it to reduce the residual to water. At 75% ethylene glycol you have reduced cooling efficiency as well as raised the freezing point of the mixture, neither of which are good. I am not sure if 75% will mean anything practically but you could drain a couple of liters and add water.
