It is similar to my problem with my '88. I replaced and cleaned the 25 amp fuse location, new plug wires and checked the grounds, but i wasn't able to get it. the fuel pump relay was not the probelem for me, because it wouldn't even start. right now it is at my indy Volvo mechanic. I should know later today what the problem is. but here are some ideas

*Check the start bolts, the ones that hold the wires on.

*Check the following grounds for flaw's,
-blue battery one
-engine block
-any ground associated with the starter

Your case may be the fuel pump relay, check to see if it clicks when you turn the key, if it does, then it is ok and that is not your problem.
Also, how old is your battery?

Just some thoughts, i will post when i find out what my problem is,
