turbo smart boost controler,worth the money? 700 1989

I was searching around the archives and turbo bricks web site and I found these waste gate control units from Turbo Smart with a knob with detents for delaying the boost signal from the turbo to the wastegate actuator,it appears it goes between the two and it holds the boost signal to a determined limit before releasing the pressure to open the wastegate.Has anyone used this device and will it give more power down in the lower rpm range?I am planning on installing a real boost gauge(IPD style) and a fuel mixture monitor device to monitor the ratio,most people are saying around 12:1 under full boost and no more than 10-12 psi of boost on an older engine with a 145k miles. I don't want too much,the motor is strong and I performed a 60k service with a new timing belt and all new motor and tranny mounts,the exhaust is a 2.5 in cat back with a"Magnaflow" muffler and it eliminated the center muffler(works great and sounds stock).Any other experience with these is greatly appreciated.
