A/C Fuse #16 is Melting!

I have been having some problems with the climate control in my 87 765T 175k miles. Sometimes it works and sometimes it doesnt. I checked the fuse #9 and #16. The 30 amp #16 fuse is partially melted though not broken. The fuse box, the white tray it goes into is melted around that fuse only and has a crack. I pulled the melted fuse out and spray cleaned the connection with electrical cleaner and inserted a new fuse. I will try it today to see if climate control works any better (another 100+ degree here today). Any ideas about what could cause the fuse panel to heat up like this?
