Flooding 740 Turbo 700 1987

Help! I am dealing with an 87 740 Turbo that is flooding real bad. If I close off the fuel intake line at the fuel rail and run the starter it will eventually run. I have lots of spare parts and here are the things that I have tried:
Changed fuel pressure regulator. (has 43 PSI at rail)
Changed AMM (have two spares, all 007 models)
Tested temp sensor at head and at computer. (values all normal)
Disconnected O2 sensor temporarily
Changed ECM with a different serial #, but still have same symptom.

Any ideas? I am stumped on this one. It really is dumping gas. It will run almost a minute after shutting off fuel once the cylinders dry out.
