replace fuse panel/in-tank pump stays on 200 1983

Hi guys,
Having stumbling problems on a heavy modded 242glti and narrowed it down to fuel delivery.#7 fuse getting very hot and probably causing less than desireable voltage going to main fuel pump.Replaced entire fuse panel and rewired main fuel pump and to my suprise today the in tank pump stayed on after the key was turned off!
What's the deal? What could have kept the in-tank pump on?Bad fuel pump relay?
Thanks in advance.BTW I salvaged the fuel pump and the relay from my fav Wreck yard,but I think they are good.
