Speedo \ Steering wheel 200

Went to the pic n pull yesterday to look for a speedo, found two, and I am curious about a number I have always overlooked. Its printed on the face just below the odometer, my original has r0,960 the new one has r0,980. What are these numbers? Could they be the speedo's gear ratio to be used in connection with the final drive ratio? Also while I was there I saw a steering wheel I might go back for, It was on a 89, will this fit my 84? And how do I remove it, after removing the center nut I don't see any way to attach a puller. I removed one about 9 years ago but I can't remember how I did it.
