Fuel Pump 200 1980

I am having a problem with the fuel system on my 1980 260 GLE (b28)

First, the fuse that runs the pump (#5) stopping getting power.

The car wouldn't run, so I jumpered the #5 fuse with another that get power when the key was in the II position.

That worked fine for a few days. This morning I noticed the wiring harness that went to the temp sensor and starter connection

had wiring rot, so I replaced those wires.

After I did that, I noticed the pump would not stop running when the key was turned to the II position.

I disconnected all the wires I had replaced, but the pump still won't stop running (still jumpered).

Any ideas about why fuse 5 stopping getting power, or why the pump would keep runing? Could this be caused by a flaky fuel

relay?

Thanks
