Listen for the in-tank pump. You can have an assistant turn on the ignition to the II position (don't crank starter), and put your ear up to the filler neck (remove gas cap first!). Listen for telltale whirring noise. If no noise, look on 700/900 FAQ for relay troubleshooting procedures.

You can also remove the fuse for the in-tank pump while idling with the drivers' side door open. If the in-tank pump is working, you should hear an increased noise from the main pump within several seconds.
