the key is out but the engine still working 444-544 91

Hello. I have a Volvo 440 gtl and when I turn off the engine and pull out the key, car still working. I was disconect the connector on the lock-nothing happen, I was removing relays one by one but still nothing till I disconect batery cable. I don't know what to do. Friends says that lock is broken.Please help.
