Paint advice/Hubcap question 200 1987

My 1987 240 DL has powdery, blotchy paint on it. Any advice on products that will bring out the shine? Should I get it repainted? I really don't want to. I'd rather just apply something to make it look a little better.

Second question: Anyone know if they make 15" hubcaps for the 240 DL? The yahoo who owned the car before me changed the wheels. Thanks.
