Hydraulic Lifters: Half good, half not

Went by and examined the lifters with the mechanic. Exactly half of them seem to have good springs in them, 1/2 of them are flat and have to be pulled out to get them to pump the oil through. All of the lifters that came out of the intake are "flat", the exhaust have spring to them. Is this normal? I don't think so. So, I'm going to order 8 good used lifters from RevolvStore.com. From what I understand, these lifters have to be soaked in oil and pumped up manually before installation...is that right? Richard was kind enough to share that information. I'm hoping he has advise on how to tell if the lifters are bad.

We put the intake lifters in oil and got them to pump, but there was no spring action to them.
