Air box question 200 82

Can I just wire the flap open permanently on the airbox? The preheat hose is already missing. The car is a B23E CIS (Cdn model). The reason I ask is that it seems to have a slight idle surge as if not getting quite enough air. It idles fine in neutral but acts up a bit when I put it under load (in gear). She runs like a gem once I am going and she warms up, but runs like crap when I first put it into gear. When under load I can stabalize the idle by applying a tinyest pressure to the gas pedal. Should I just adjust the stop position on the throttle body to hold it open a smidge further? Any suggestions?

One more thing. It acts up a lot more when the weather drops down below -15 celcius. Needless to say, I live in the far north where cold is a normal part of driving for six months of the year.
