Cat converter/relocate problem on turbo 200 83

Good evening,

Thanks everyone for help on soldering issues.Heres my last query for a while.My final 2 projects on the glt is to intercool and upgrade the exhaust from the 2 1/4"(I think stock)to a 2 1/2" exhaust with an aftermarket converter and a corresponding flowmaster.Heres the question...

I am hearing that relocating the turbo cat might be a legal issue but I found someone who can do it.Is there a performance issue with relocating the cat to the underside of the car nearer where the n/a cat would be?The reason is I have a 2 1/2" downpipe from a 740 turbo ready to go and larger cat would have to go on the underside,followed by the flowmaster and then run the exhaust out the side behind the rr wheel,as recommended by the muffler "pert.Good idea???
