Wiper problem 700 88

I was on the highway in the rain tofay and I had the wipers on slow.

Note: I had a problem where the wipers would be on intermittent and then they would stop in the parked position and nothing would happen until I switched the lever to "fast".

Anyway, the wipers were fine then I noticed them slowing down until they were going so slow that they stopped in the middle of the windshield. The "fast" speed still works perfectly but "slow" and intermittent slow down to the point of stopping.

My guess is that the "slow" and intermittent functions have something in common in the motor like the brushes but the "fast" mode has its own stuff.

I have resoldered the wiper relay with no change and it clicks when it should but the wipers don't move.

I planning on tearing the motor down but I'd like your input.
