See the 700/900 FAQ for ways to test O2 sensor. A dying, dead, or lazy O2 sensor will hurt your mileage. You might also double-check your FPR, and ECT sensor as well, but a really wasted FPR and/or ECT would probably yeild fouled plugs and other performance issues.

BTW, my 91 940T gets close to 20 mpg in mixed driving; wife's 95 945T gets a bit better (lighter right foot than me!).
