checking CO with dwell Meter-How? 700 1986

Thank you all for the advice on how to do this. Hook up the voltmeter to the green and white wire and to ground. Needle should sweep from 0 to 12 volts when all is right.

Mine stays steady at twelve volts and on occasion as I try to adjust the screw will sweep from 0 past twelve and then to 0 and twelve. very erratic. I am not using the most expesive voltmeter, any thoughts, Hope it won't be expensive, having just replaced my engine wiring harness.
