I think your pump could be bad. Have you done a flow check for quanity or pressure. The less work a pump does the less amps it draws.

I would be really supicious of the check valve on the pump or the in the tank pump that feeds the main pump. Plus checking to make sure all the connections are good is always a thing good to do.
