I didn't forget about the torque, but since the peak torque is around 3000 RPM, I didn't think it would play a big part in a race where the shifts would hopefully come around 5500+ RPM and stay as high as possible. Also, the rear end ratio depends on the trans, anywhere from 3.31 to 4.10, but probably 3.31 if manual, or 3.54/3.73 if auto. There was no mention of the Turbo Plus in the original post comparing the Neon to the B230FT, so it seems like it would still take a modified B230FT to win (even if it is factory modified). I'm by no means a fan of the Dodge Neon, but I'm not going to say the Volvo would win just because it's a Volvo.
