You are right, that is a bunch of crap and the dealer is trying to rip you

off big time. Every dealer in the nation should do this for "FREE". If you know where the car was originally sold, they will have the car info on their database, and will be able to give you your radio code instantly. All you have to know is the name of the original owner. If you can not find out where it was sold, look at the serial number on the radio. They can contact Volvo NA, and get the radio code for you. The use the serial number on the radio itself. This is a free service, go to another dealer that is not trying to scam you. I had this done about a year ago, and the front desk clerk got my code in less than 30 seconds.
