Is your turbo filthy on the outside, around the flange where the cbv inserts in/bolts to the Mitsu? Or the outside of the valve itself? The valve should dump the trapped charge air back into the intake of the turbo (under vaccuum, the valve opens an internal channel to the intake). You may have a leaky cbv if this is the case.

I run my poor little Mitsu hard, and the exterior of the turbo is clean. For that matter, so is the interior. Maybe your turbo is starting to throw a little oil around?
