By not reaching operating temp you cause a little more wear & tear (negligible in the short term) due to colder oil, etc... and you'll likely burn more fuel if the engine stays cool/cold.

Replacing the thermostat is a 5-minute operation. You probably wouldn't have any problems if you didn't, but why take a chance?
