I bought a pair of "Hook-on" window latches from NAPA for under $12 for the pair about 4 years ago and they work great!

I don't have the part number handy, but they will be in the Balkamp catalog and they have to be ordered in most cases (when I worked at NAPA I kept them in stock!)
