Justin,

You mean you pulled it, hooked it up to 12V, and nothing happened? The presence of fuel shouldn't matter. The D-Jet pump sounds different when run without gas, but still runs. I know this from running out of gas. I don't know how long you can run it without gas without damaging the pump, but it should spin when you put 12V to it.
