Start the car and open the hood. While standing over the drivers side front fender, turn that pulley you described clockwise towards the firewall just a little bit and the engine should respond. I believe you're describing the accelerator cable and the throttle pulley.

Not sure about the seat. I still have to investigate that for myself.
