I've had good luck using a bottle brush on my '79 242 GT alloys (similiar to what you describe); you can usually find the brushes in the baby supplies section at the supermarket. Get several, they wear out fast. The commercial wheel cleaner I've had the best luck with is the Penske brand (comes in a black plastic spray bottle) from K-mart, believe it or not. And once the wheels are clean, try waxing them with regular car wax. Are you using PBR brake pads? They're a lot "cleaner" than other pads I've tried.
