Difficult Starting 700 1990

Recently my 740 has been giving me problems when starting - hot or cold no difference. The sympom is that the RPMs are so low at startup that the engine simply dies. The work-around is that I pump the gas peddle ever so slighty at startup and then try to maintain the RPMs at about 1500 for about 15 seconds - then I can let up on the gas and the RPMs will hold at the normal 750 RPM idle as usual. I suspect a vaccum problem somewhere related to the fuel system, but upon inspection all hoses seem to be in the proper place and secure. Any help in troubleshooting the problem would be greatly appreciated.
