Rough Idle at startup... 900 1995

Now that the cooler weather has arrived, my wife's 1995 940 turbo wagon has experienced some rough idling problems after a cold start. Usually the car will have a rough idle for about 20-30 seconds, then it smooths out. If I hold my foot on the gas enough to run the engine at 1500 RPM or so for about 10 seconds, it then idles fine. Recently checked/cleaned throttle body and IAC, car idles fine when ambient temp is above 50 F. BTW, engine will go into fast idle mode on cold start for about 3 to 5 seconds, but this doesn't seem long enough to smooth out idle.

Could this be the ECT sensor? The car otherwise runs/idles like a dream.
