Matt, I think the cruise depends on fuse 12, not the window lift relay. Could be the fuse was falling apart when you went into the dash for the relay and you got a coincidental fix when the fuse started making good contact again. In a 91 auto the definitive test for fuse 12 is the shift lock release. If the windows die (all of them) try the shift lock; if it is also non-functional, fuse 12 is cruddy. Also, it is an easier test than checking cruise control operation.
