How to get ignition lock cylinder out - if Steering wheel won't turn 700 1990

I have a 1990 VOLVO 760 GLE.
My key will not turn in the ignition and I therefore can not turn the steering wheel. I purchased a replacement ignition lock cylinder but can not get the current lock cylinder out because the steering wheel will not turn. Does anyone have any ideas on how to get the current lock cylinder out if the steering wheel will not turn?
