No start, 1990 240DL Wagon Been Sitting 3-4 years 200 1990

Hi,
Car had no starting problems prior to sitting for 3-4 years. The battery has no charge but when given a jump the car just turns over with no start. Seems like it's not getting fuel? Added 7 gallons of new fuel in last week. AAA person says it must be the fuel pump(s). Could they be stuck or just need replacing? Or something elses? Any advice on how to proceed to get the car fired up would be greatly appreciated.
