Let's try and narrow it down a bit. Does it clunk only when applying the brakes? Or randomly at any low speed without brake application?

If it only happens when braking, then I would first check the caliper pins and pads. Look for slop, movement etc.

If it happens randomly, do as Phil suggested. Check suspension components as well as brake parts. Ball joint, tie rods, bushings, strut mount etc.
