Hi Milo,

What nation do you reside in? What you mean by sirene, or siren, is what we call horns in the states.

In some conditions, the horns can rust. If improperly mounted, the horns will not resonate to produce the volume you would expect.

Using a voltmeter (or multimeter), you can test electric voltage through the fuse panel, through the horn switch (observe caution when working around the air bag, if your 1993 Volvo 240 has an air bag in the steering wheel) in the center of the steering wheel, to the horns mounted behind the front grill.

Or, merely test voltage at the electrical connections at the horns. If you remove a horn, and shake it, and it sounds like stuff rattle around inside, you may have rust inside the horn, so, you may want to replace one or more.

I have a collection of horns from Mercedes and the like. They are made by Bosch or Hella. Some have a low note and some have a high note. So, with several horns, you can have a loud atonal horn note.

Just verify you have good electrical voltage going to the horns.

Yes, you can buy replacement horns from the auto parts store.
