Also check the one way valve at the booster, make sure the vacuum is not leaking backwards.

If you pump the pedal and goes up, you have air in the lines.

If bleed my lines with engine off, I start with the lines closest to the ABS and do the furthest away last. Two people one pumps, the other opens the bleeders.

Watch the fluid level.
